PCA Represents Premium Cigar Industry Before National Academy of Sciences

[Washington, DC, April 20, 2021] The Premium Cigar Association (PCA) kicked off a series of presentations to the National Academies of Sciences, Engineering, and Medicine Committee on Health Effects and Patterns of Use of Premium Cigars this afternoon.

PCA's Head of Government Affairs Joshua Habursky presented an opening statement on the preliminary research questions of the committee that is undergoing a literature review of existing information on premium cigars in a study set to be published in 2022. The study is federally funded by the Food & Drug Administration and the National Institutes of Health. Today's session was the second public meeting of the committee comprised of over a dozen public health and medical professionals. The third meeting will take place Friday April 23^rd from 1—4:30pm where PCA's Executive Director Scott Pearce will present remarks on the retail perspective and the unique characteristics of premium cigars sold by tobacconists vs other tobacco products. The main stakeholder session on the 23^rd will feature several organizations within the cigar industry, along with organizations such as the Truth Initiative and the Campaign for Tobacco-Free Kids.

"It is important for PCA to assert positive research and data about premium cigars to this committee whose findings could have an impact on future policy considerations and regulatory recommendations", notes PCA Executive Director Scott Pearce.

The core function of the committee is to:

Conduct a comprehensive and systematic assessment and review of the literature to include patterns of use for premium cigars, and how those may differ among cigar types and other tobacco products, as well as data on both short and long-term health effects of premium cigars.
Establish a list of recommendations for future research.
Prioritize the list of recommendations for future research to inform FDA’s regulation of premium cigars to protect public health.

As we all know, tobacco has been highly regulated and the level of those regulations seems to keep climbing, almost by the day. For cigar lovers, it seems unfair that the products we use--to relax, to de-compress, to celebrate--are becoming more and more difficult to acquire.

While we can all appreciate the government’s desire to keep tobacco far away from kids, it’s hard to see the justification behind including cigars in its recent rigorous FDA rulings which were originally intended for smokeless tobacco only. The act of cigar smoking is almost artistic in its nature, viewed as a sign of sophistication, hard work and appreciation for the craftsmanship behind each stick. While it’s easy for a teenager to get their hands on a cheap pack of cigarettes, they’re likely not going to get too far in an artisanal cigar store.

I am cnp'ing this raw from my PM inbox. I'm not quite sure what to do with it yet, but it is relevant and could easily be cleaned up for publication.

I smoke cigars to Celebrate. A wedding, a birth, a promotion. A Life.

I lost my paternal Grandmother a year ago, and I celebrated.

I celebrated a life of nearly 75 years. A life of handing down love, lessons, admonishments and accolades.

She was a woman of action with a strong will and a huge heart.

I sat on the porch at the farm where we shared countless conversations - the place where she imparted her wisdom upon me.

I sat next to the black rocking chair with the word 'MA' emblazoned across the back in gold leaf. It was her throne during haying season, where she rested and surveyed the fields.

It occurred to me that I had never sat next to that chair without her sitting there next to me.
I smoked a 'Queen B' from Fuente. The name seemed fitting, and it was a solid smoke.

A few days ago, our community was rocked by the sudden passing of a childhood friend. He was my first 'best' friend.

Some of my earliest memories are of the two of us discovering the world together. We spent countless hours exploring the woods, riding our bikes, camping, and dirtbiking. We played the Hero and we played the Villain. Saturday mornings full of Thundercats and Voltron cartoons and epic GI Joe battles. We Talked. The conversations were of people yet unburdened by the weight of the world.

The divorce of my parents changed everything in my world, and my friendship suffered as well. I moved away, and we drifted apart. Only after his passing did I realize what that friendship really meant. He died at 34 years old in an ATV accident. His name was Jason.

Soon I will go and find him, at the spot on our dirt bike trail where we would shut the bikes down and talk. I will take a Hemmingway 'Short Story'. The name seems fitting, and it’s a solid smoke.

I will celebrate a life.

The Premium Cigar Association (PCA), in partnership with its member tobacconists of Montana in the Montana Cigar Association, is pleased to announce that Governor Greg Gianforte has signed SB 122 by Senator Greg Hertz, calling for a thirty-five cent tax cap on the sale of cigars.

Over a year in the making, a coalition of locally owned small businesses organized an effort with legislative allies of their local cigar shops. After a series of strategy calls with shop owners, legislators, lobbyists, and PCA, SB 122 passed the House of Representatives 70-28 and the Senate 39-10. The bill was then sent to the governor’s desk.

PCA Director of State Advocacy Glynn Loope stated, “This was a grand example of a coalition of local shop owners that built upon their relationships with members of the legislature, making their case and ushering a bill through the process. PCA welcomed the opportunity to provide committee testimony, grassroots advocacy, and research support. The efforts and sponsorship of SB 122 by Montana Senator Greg Hertz were profound and appreciated beyond words. The local cigar shops of Montana, though, made the difference.”

Local shop owner and President of the Montana Cigar Association, Ken Weinheimer, along with his lobbyist, Scott Boulanger of Boulanger Associates, who spearheaded efforts in the capitol, stated, “It is amazing to see the fruits of your efforts when the votes are counted. The overwhelming Bi-Partisan margins in the House and Senate proved that our message of tax fairness resonated. The passage of similar legislation in Idaho assisted, and the tax policy of surrounding states allowed us to make our case. We certainly appreciate the governor signing this bill that helps local small businesses.”

Loope concluded by stating, “Having Montana Governor Greg Giaforte, North Dakota Governor Doug Burghum, and Idaho Governor Brad Little each sign significant premium cigar bills this year is a testament to our industry message being heard. The partnership between PCA and our state retailers and the coalitions that have been built has set an example for others throughout the nation. And we’re not done yet.”

PCA has been engaged in nine state tax cap legislative issues during the 2023 sessions and over twenty-six bills in twenty-one states.

Cigar Caucus Co-Chairs Press FDA for Action on NASEM's Recommendations

[FOR IMMEDIATE RELEASE – Washington, D.C., Friday, April 21, 2023] The Premium Cigar Association commends Congressman Dan Meuser (R-PA) and Congressman Troy A. Carter, Sr. (D-LA), co-chairs of the Congressional Cigar Caucus, in their letter to FDA Administrator Dr. Robert Califf and CTP Director, Dr. Brian King. The letter calls on them to account for the agency’s lack of progress in addressing the recommendations made by the 2022 NASEM Report on premium cigars. The NASEM report highlighted that premium cigars are substantially unique and that research needed to distinguish them appropriately from other tobacco products.

Congressman Meuser expressed concern about the FDA's lack of action on the 2022 NASEM Report on premium cigars. He stated, "The FDA has a responsibility to ensure that all regulation it promulgates is based on sound scientific evidence and meets Congress’ intent. Unfortunately, they continue to try and regulate without doing proper due diligence. These are predominantly small businesses, many of them in my district, and their supply chain deeply affect our trading partners abroad."

Joshua Habursky, Deputy Executive Director of the Premium Cigar Association, echoed the concerns presented in the letter, “We would like to thank Representatives Dan Meuser and Troy Carter for their leadership on this issue and pressing the Center for Tobacco Products for answers on this important research. Two years ago, I presented to the National Academies of Sciences for the report referenced, and the FDA/CTP has yet to give a status update, even while they attempt to promulgate new regulations that would apply to premium cigars.”

Rep. Troy Carter pointed out, “The FDA asked for NASEM to study the question of premium cigars. FDA should follow through with the recommended research that NASEM called for before attempting to enact new regulations that would affect this industry.”

The 2022 NASEM Report on premium cigars found limited evidence to support the FDA's claims that premium cigars harm public health. The report called for further research to better understand the patterns of use and alleged health effects of premium cigars and to develop appropriate regulations based on scientific evidence.

The short, fat Cameroon-wrapped cigar will only be offered to those who attend the PCA trade show

You’ve heard of the Arturo Fuente Don Carlos Eye of the Shark and maybe even Fuente’s OpusX Taurus the Bull, but how about the Eye of the Bull? It’s a short, fat cigar and the newest addition to Fuente’s Don Carlos line. Eye of the Bull will be on display at the upcoming PCA trade show in July and made available only to retailers who attend the convention.

At 3 1/2 inches long by 55 ring gauge, the stout little smoke consists of a Cameroon wrapper around Dominican tobacco. Like all cigars from the Don Carlos line, it’s made in the Dominican Republic at the Tabacalera A. Fuente y Cia. factory. The cigars come in 20-count boxes finished with an attractive antiqued patina.

Scheduled to ship to retailers shortly after the trade show (though projected shipping dates can easily change), Eye of the Bull will have a suggested retail price of $12.80 per cigar. The head of each of these short robustos is topped with a round circle of dark tobacco for the bull’s eye, or eye of the bull.

Although the Eye of the Bull was shown at last year’s PCA show, it was a sneak preview for display purposes only and not available to order.
